One canonical shared board. When opened from the NCJ web-app URL, Saved, Applied, Not interested and status changes are written atomically to one ncjboardstate.json file in Google Drive. Other devices load that same Drive state and poll for changes. If a request is interrupted, changes remain queued locally and retry automatically until the shared state is reachable. The raw Drive HTML is the canonical interface source, not a separate state copy.
